Description
Richard advocates for the implementation of strong federal rules to reduce power plant air pollution, including by supporting litigation, coordinating analytics, working with coalition partners, and drafting comments. Richard also supports www.iratracker.org, compiling federal actions implementing the Inflation Reduction Act’s clean energy programs jointly with the Sabin Center for Climate Change Law at Columbia University.
Background
Richard earned a J.D. from the University of California, Berkeley, School of Law in 2022, participating with the Ecology Law Quarterly, Environmental Law Clinic, Environmental Conservation Outreach Project, and earning certificates of specialization in Energy & Clean Technology Law and Environmental Law. Richard has interned with the California Public Utilities Commission, the Environmental Action Committee of West Marin, and was the Jim Tripp Emerging Issues Legal Intern at EDF in 2021 before joining in 2022 as a Clean Air Legal Fellow. Prior to his career as an environmental attorney, Richard was a music instructor at several colleges in South Florida after earning a doctorate in music composition.
