EDF Congratulates Susan Mongtomery and Ted Cooke on their appointment to the Arizona Water Infrastructure Finance Authority Board

(FLAGSTAFF, AZ – March 23, 2026) Arizona Gov. Katie Hobbs appointed longtime water leaders Susan Montgomery and Ted Cooke to the Water Infrastructure Finance Authority (WIFA) Board of Directors. Montgomery’s practice has focused on Indian Law, water law and water rights, environmental law, and land policy for over 25 years. Cooke recently served as the general manager of the Central Arizona Project (CAP), where he navigated some of the state's most complex water delivery and policy challenges.

Susan's extensive experience with water law and policy, working on behalf of Tribes, and her tireless dedication to serving Arizona’s communities make her a tremendous asset. Ted brings decades of unparalleled expertise in managing Arizona's complex water infrastructure and a highly analytical, data-driven approach to long-term water security.
